Toad License Key Location
The 'license key' also known as a 'key' or 'authorization key' is used to register the license into the product. This is often used within the product itself. I already had the licence key from our software team.
These are the steps I created for Toad MST
1. changed the Schema to 405
2. Created a Feature and Component called CurrentUser (one inside the other)
3. Moved the Component Toad64_exe to CurrentUser Feature
4. changed the shortcut to advertised
5. created Reg key entry in CurrentUser Component

Doing it this way, advertised shortcut will input Reg and the application will then create ProductLicenses.xml in the right location.
No need for messing around with files or injecting reg keys with reg files.

Add AppDataFolder as a variable in the Directory Table
After installing, I grabbed a copy of the toad.ini and settingslocations.ini files from %AppDataFolder%DellToad for Oracle12.8User Files and %AppDataFolder%DellToad for Oracle and used the INIFile table.
Toad.ini you only really need GaveFeedbackPrompt and I think it's FeedBackOptIn, but seen as though my install was fresh on a clean VM I used all of the SETTINGS section but made sure I changed every line that had a user path to [AppDataFolder]Dell{rest of path}.
SettingsLocations.ini needs to be added here also so Toad does not create a second profile path. Make sure you use variable paths here also.

Copy the %APPDATA%DellToad for OracleVERSIONUser Files folder to your new PC.
Ie.
C:UsersUSERNAMEAppDataRoamingDellToad for OracleVERSIONUser Files
C:Documents and SettingsUSERNAMEApplication DataDellToad for OracleVERSIONUser Files
Beware: In older versions of Toad 'Dell' in the path above used to be 'Quest Software'.
You have to save your tnsnames.ora files of your respective oracle installations. Also, I believe TOAD uses the TNS_ADMIN environment variable to locate the TNS_NAMES.ORA it is using.
Toad 12.6 - 64 bitcoping the folders did not work for me.Toad had new option- menu utilities-> copy user settings. this worked and imported user ids and password.
One more thing to note is that in your new computer folder destination as Evan specified (generally it is in the ADMIN folder, can you can search for ora format, pretty rare you have another file that format). If after installing Toad, there's already a tnsname.ora file exist, you have to do some work around: Names of milk companies.
- copy and paste
- if you run into troubles, back out of the folder, right click and select admin view (especially for windows 7 and vista)
- that allows you to edit the file
- if no pasting is allowed, just cut and move the existing tnsname.ora file and 'cut' it out of the folder
- then move the correct one in
- generally you can now edit the tnsname.ora file outside of the ADMIN folder, feel free to open and then paste all the TNS Names.

On the Old machine:Menu> Session>New Connection

then Select all connections and Use the Export button(with a blue arrow pointing to Right Down - located at the top of the Pop up screen).
On the New machine:Menu> Session>New Connection
then Use the Import button(with a blue arrow pointing UP - located at the top of the Pop up screen).
